The First "Material Power": Suggestions for Further Strengthening the Systematic Basic Research of New Materials

The development of high-end manufacturing and major engineering provides a once-in-a-lifetime development opportunity.

However, as the material foundation and fundamental guarantee of this revolution, new materials have long been in a state of "following and running" in China, with few original technologies and outdated core technologies. If the development of new materials cannot keep up with the development of this major change, we may miss the opportunity again. Looking at the development context of new materials in China, it is not difficult to find that the cutting-edge research, industrial development, and technological application of new materials have not fully formed an integrated development of organic integration. Although the development speed of cutting-edge research is fast, the overall research is scattered and lacks systematic integration of technical elements, resulting in numerous difficulties in subsequent industrialization and application, and the inability to form industry cohesion and leadership. Therefore, strengthening the layout of systematic basic research on new materials in China is of great significance.

1、 Integrating a batch of national projects for basic research on "big science" and "big system".
Although we have made some achievements in this area, there is still a significant gap compared to developed countries in terms of scientific layout and system integration, as well as the implementation of joint research on the same platform. This work requires breaking down the constraints of human resources at the national level, setting up a large platform, breaking disciplinary boundaries, focusing on our segmented areas of weakness, refining basic scientific problems, organizing experts in physics, chemistry, materials, technology, manufacturing, software and other disciplines to conduct systematic basic research on the same platform, and completely reversing the current situation of "scattered three-dimensional" and "scattered combat", Enable the country's advantageous resources to be effectively utilized.

2、 To cultivate a group of material strategy leaders who lead major changes in the industry and form industry leadership.
We need to draw on the experience of "two bombs and one satellite" to select and cultivate a group of material experts with industry insight, who can command the "group army's operations" and achieve significant breakthroughs in the field of new materials industry; At the national level, administrative departments should provide resources, manpower, and logistical support to enable these scientists to focus on research and tackle key issues, fundamentally reducing their social interactions. Suggest relevant departments to further optimize the mechanism of "unveiling and leading" and introduce a "leader" selection and training mechanism.

3、 Accelerate the construction of a batch of integrated platforms for "production, education, research and application" of new materials.

In the research and development, manufacturing, and application of new materials, China has invested heavily in and paid attention to the research and development stage, which has led to a rapid development of our new material research and development level. However, there is still a clear disconnect and lag between "production research" and "production use". We need to completely reverse the research and development investment oriented towards publishing papers, accelerate the construction of a research and development platform that integrates "production, academia, research, and use", implement a group of professional "engineering research institutes", and strive to be comprehensive and comprehensive, The research and development direction is shifting towards the integrated application of new materials, completely reversing the problems of "unusable", "difficult to use", and "dare not use" new materials.


4、 Accelerate the intelligent construction of new material research and development.
New materials and information technology are the two major chassis technologies of the contemporary industrial revolution. Firstly, we must seize the "window of opportunity" of "new materials+information technology" that triggers significant research and development changes, shorten our research and development cycle, and strive to catch up with the research and development level of developed countries in a short period of time; At the same time, we should guide and encourage the transfer of research and development direction from "tracking" to "unmanned areas" and "blank" areas, and seize a group of R&D commanding heights in disruptive and industry transformative new technology fields to improve industry leadership.


5、 Increase investment in large-scale basic research on new materials.
There is still a significant gap between China and Western countries in the investment in basic disciplines of key strategic materials, especially in the current context where the domestic science and technology development fund is not yet fully established. It is necessary for the government to concentrate its efforts on major tasks, especially in investing in key strategic materials and cutting-edge transformation materials, which requires significant costs and efforts to achieve a development trend of long-term layout and short-term breakthroughs, To adapt to the current speed of information technology revolution as soon as possible.
The basic research on the systematization of new materials is a strategic adjustment and inevitable choice for the current stage of China's new material development, and also a fundamental guarantee for achieving China's high-level technology self-reliance and self-improvement strategy. We need to seize historical opportunities, coordinate command and layout at the national level, and ensure that the basic guarantee capacity and strategic resource capacity of new materials in this industrial transformation and development trend can be broken through, To lay a solid foundation for the important task of achieving China's technological power.
